Competency hearing set for Monday in Fairbanks first-degree murder case

FelonyAlaska Court System

A Fairbanks judge has scheduled a contested competency hearing for Monday, Oct. 5, in the case of a Fairbanks man charged with first-degree murder in the shooting death of his grandmother in January.

The court record shows one count of murder in the first degree, intent to cause death, an unclassified felony, dated Jan. 20, 2026 at Fairbanks and flagged as domestic violence related. A grand jury indicted on the count on Jan. 29, 2026. The defendant has pleaded not guilty. He is charged, not convicted.

Proceedings have been stayed on competency since July 9, when the court entered findings and an order on competence together with commitment and transport. A further competency evaluation was filed Oct. 1 and a competency hearing held Oct. 2 was continued. The court's event list sets the next competency hearing for Oct. 5 at 2:30 p.m. in Courtroom 402 before Judge Bennett.

A report published Oct. 2 by KTVF states that the defendant remains hospitalized at the Alaska Psychiatric Institute in Anchorage, where a second 90-day commitment order expires Oct. 7; that a Sept. 30 evaluation concluded he is not competent to stand trial and not likely to be restored to competency; that state prosecutors contested those findings and asked for a third restoration period of up to six months; that defense counsel urged civil commitment under Title 47 instead; and that he is held under a $5 million bail order. The report gives the Monday hearing as 3:30 to 4:30 p.m.; the court's own record gives 2:30 p.m.

State publishes its review of the July 7 fatal trooper shooting in Fairbanks

Alaska Department of Law

The Alaska Department of Law has published its account of the Office of Special Prosecutions review of the July 7, 2026 shooting in which an Alaska State Trooper shot and killed a 20-year-old Fairbanks man.

The release, dated Oct. 1, 2026, states that the office completed its review on Sept. 29, 2026; that it determined it would not criminally charge Sgt. Brent Hatch for the incident; and that the review found insufficient evidence to disprove, beyond a reasonable doubt, the sergeant's claim of self-defense. The contact given on the release is Chief Assistant Attorney General Jenna Gruenstein.

The release settles a date this report left open on Oct. 2. It is the department's most recent published item, and its most recent item concerning a Fairbanks-area case.

Nineteen criminal cases filed across Fairbanks-area courts on Friday

Alaska Court System

Nineteen criminal cases were filed on Friday, Oct. 2: seventeen at Fairbanks, one at Nenana and one at Delta Junction. Four counts in the group are felonies, all of them in two cases, carried separately in this edition.

The rest are misdemeanors. Four are drunk-driving cases, including one at North Pole with a recorded breath reading of .154 and one at Fairbanks at .190. One Fairbanks case records a breath reading of .078, below the .08 threshold, and is charged under the impairment clause rather than the clause based on the number. Five are theft or criminal trespass cases with offense dates running back to late June. Four are fourth-degree assault cases flagged as domestic violence related, one of which also carries two counts of assault when a child is present. One is a charge of firing a weapon recklessly at North Pole in August.

One further Fairbanks case number was opened on Oct. 2 with no charging document on file and an arraignment set for Oct. 3. No charge class is stated for it because none is recorded. All of those named in these filings are charged, not convicted.

Fairbanks police record an aggravated assault with a weapon on Seventeenth Avenue

Fairbanks Police Department

The Fairbanks Police Department daily bulletin records an incident classified as aggravated assault with another weapon at the 700 block of Seventeenth Avenue at 2:09 a.m. on Oct. 1, under case 26003024.

It is an incident report, not an arrest. No suspect is named, no charge is recorded, and no corresponding court file has been identified in the court's charges report for the current window. The entry was not in public view when this report read Oct. 1 on the previous day; it was added in an overnight revision.

Oct. 3Fairbanks

Fairbanks police bulletin adds 33 events to four earlier dates, 21 of them to Oct. 1

Fairbanks Police Department

The Fairbanks Police Department daily bulletin added 33 events overnight to dates it had already published. Oct. 1 rose from four events to 25, Sept. 30 from one to six, Sept. 29 from one to six, and Oct. 2 from none to two. Oct. 3 showed no events when read at about 3:30 a.m.

Readers should treat any count taken from this feed as a minimum rather than a total. Among the 21 events added to Oct. 1 is an aggravated assault with a weapon, carried separately in this edition.

More than half of the overnight additions are people taken into custody at noon at the 100 block of Lacey Street, which is the Rabinowitz Courthouse. Those are court events recorded with a police case number rather than incidents on the street. One person was taken into custody there on Oct. 1 on eleven separate fourth-degree theft case numbers. A Sept. 29 courthouse arrest involved two counts of second-degree theft, a felony.

Two Fairbanks drunk-driving arrests charged in court the same day

MisdemeanorAlaska State Troopers

Alaska State Troopers report stopping Billy Stacy on Oct. 2 after observing multiple traffic violations near Wood River Elementary. The dispatch states he showed signs of alcohol impairment, was arrested for driving under the influence, later provided a breath sample of .190, and that a records check showed a second drunk-driving offense within ten years and a fourth overall. He was charged the same day with driving under the influence with a blood alcohol content of .08 or over, a Class A misdemeanor, and is set for arraignment Oct. 9.

Troopers also report stopping a vehicle on Nordale Road early on Oct. 2 for improper use of high beams and a defective brake light. The dispatch states the driver, Martin Tirban, showed signs of impairment, admitted consuming alcohol and marijuana before driving, performed field sobriety tests, provided a breath sample and was arrested and remanded to Fairbanks Correctional Center, and that a search warrant was submitted for blood testing. The court file records one count of driving under the influence, alcohol or controlled substance, a Class A misdemeanor, with a breath reading of .078 — charged under the impairment clause rather than the clause based on the number. Arraignment is set for Oct. 9.

Both men are charged, not convicted.

Conditions-of-release arrest in Fairbanks and a rollover crash near Delta Junction

Alaska State Troopers

Alaska State Troopers report that on Oct. 2 at about 8:23 p.m. they received a report that a person was in violation of conditions of release, and that an investigation found Thomas Glowacki, 37, of Fairbanks, had consumed alcohol in violation of his conditions. He was arrested and remanded to Fairbanks Correctional Center. No court file recording the matter appears in the court's charges report for the current window, and no charge class is stated here. He is arrested, not convicted.

Separately, troopers in Delta Junction responded on Oct. 1 at about 8:09 p.m. to a crash at milepost 192 of the Richardson Highway. The investigation found the vehicle left the roadway, rolled and came to rest partly submerged in a lake. Multiple occupants were in the vehicle and only minor injuries were reported. No arrest or charge is recorded.

The trooper dispatch page for Oct. 2 carried one item when this report read it on the previous day and seven when read again on Oct. 3.

Warrant issued after a missed arraignment; bail hearings held in three Fairbanks cases

Alaska Court System

An arraignment set for Oct. 2 at 8:30 a.m. in a Fairbanks first-degree harassment case is recorded as the defendant failing to appear, with a warrant to issue. The court issued a warrant the same day with bail set at a $1,500 ten percent appearance bond. The single count, a Class A misdemeanor, is unchanged. He is charged, not convicted.

A bail hearing was held Oct. 2 at 9:30 a.m. in a Fairbanks case carrying one indicted count of second-degree assault, a Class B felony flagged as domestic violence related. The court entered a temporary order with conditions of release and a third party custodian agreement the same day. An omnibus hearing is set for Nov. 5 and a trial week for Nov. 23.

A bail hearing held Oct. 2 at 10:00 a.m. covered two Fairbanks cases against the same defendant — a fourth-degree assault flagged as domestic violence related and a second-degree criminal trespass involving a vehicle. The court entered conditions of release in both, appointed counsel in one and issued a court order for a writ of assistance.

In a Delta Junction case carrying two indicted Class C felony counts, the court recorded an arrest bond posted against the terroristic threatening count. A representation hearing is set for Oct. 6.

First Healy offense appears in the court charges report in eight weeks

MisdemeanorAlaska Court System

A case filed at the Nenana court on Oct. 2 carries one count of driving with a license canceled, suspended or revoked with a prior conviction, a Class A misdemeanor, dated Sept. 5 at Healy. An arraignment is set for Oct. 12 at 2:30 p.m. at the Nenana courthouse. The defendant is charged, not convicted.

The Healy court itself recorded an eighth consecutive week with no criminal case filed. The new case is the first offense recorded at Healy to appear in the weekly charges report in that period; it reached the record through the Nenana court rather than the Healy court.

A separate case under the same name and date of birth, carrying the same charge at Fairbanks, was filed Sept. 27. The records do not connect the two files.

Oct. 3Eielson AFB and Fort Wainwright

No Air Force court-martial has been held at Eielson in eleven months, public docket shows

Department of the Air Force; U.S. Army

The Department of the Air Force publishes a public court-martial docket covering preliminary hearings, pending trials and trial results, filterable by installation. Read on Oct. 3, it lists one preliminary hearing nationwide, at Tyndall Air Force Base in Florida, and 69 pending or projected trials, none of them at Eielson Air Force Base or any other Alaska installation.

Its trial results archive lists 25 Eielson cases going back to 2016. The most recent concluded on Nov. 7, 2025, and there is no 2026 Eielson result. Eielson is a selectable filter on the docket, so the absence of current Eielson entries is a reading of those lists rather than a gap in them.

The U.S. Army Court-Martial Public Record System lists no preliminary hearing at Fort Wainwright among its October 2026 calendar. Its separate list of 2,826 court-martial cases can be sorted by installation but searched only by defendant name, and this reading could not isolate Fort Wainwright within it; no claim is made about what that list holds.

Eielson Air Force Base and Fort Wainwright both sit inside this report's coverage area. A service member prosecuted by court-martial appears in no state court file, no trooper dispatch entry and no city police bulletin.
